I just tested with my Android Firefox using Proton VPN and I could access the site without any issues.
It’s working for me on Azire, Stockholm servers

Because it also blocks Apple private iCloud relay services . Even tor is blocked

Country is of no issue. The website is an issue. Where I live I can access all vpns.

Sorry, can’t do that. I don’t use Windows. The Proton VPN server was New York. No secure core.

Can’t remember. I change servers several times daily.
But it’s usually in the range 440 - 450.
Remember that a single ID# may not give you the same server. The ID# and IP address is meant for the connection from the client. Out to the internet there can be something like ten servers. The chance that you would hit the same server as me is slim, even if use the same ID#.

It may not only be the VPN that makes a difference.
I don’t know if you use WiFi or Ethernet. Personally I use only Ethernet with my WiFi card disabled.
WiFi can reveal your actual IP address even if you use a VPN. If you use Ethernet but have your WiFi card enabled, even without being connected through WiFi, can be enough to reveal your actual location.
How you connect with your VPN also matter. Running the VPN client in your router is far better than running the client on the computer.
What computer you are using also matter. Apple macOS and iOs are the worst. Windows is slightly better than Apple products.
The second best are Linux computers. The best are computers with the Qubes OS or SecureView.
