It’s available. But the issue is they offer subscription for only 1 Year and compulsarily for 5 devices. You can’t reduce the number of devices or increase the time… Currently priced at 1700/-.
He means to purchase a VPS (Cloud server) from any cloud provider (DigitalOcean starts at 4 dollars per month) and create your own VPN server.
It does require basic linux command line skills though.

I don’t understand your question. I bought an account with Nord and simply started using it like any other VPN. Like I said they have a virtual server in India and you can connect to it just like their other servers.
