I’ve created VPN server in Digital Ocean in Frankfurt and in Amsterdam, but my friends are not able to connect to VPN using Outline Client in Russia. They got two types of error (I attached them)
Maybe someone know how can I resolve it? I tried to google it, but nothing helped it :C

I use outline from russia from multiple providers. It still works.
Anyway, it’s better to have all possible software installed: outline, xray-vray & openvpn & etc. Noone knows what will happen tommorow.
Sometimes it works, sometimes it doesn’t. Usually doesn’t.
Mostly not, because outline it’s shadowsocks and easily identified. Use xray vless/vmess like x-ui
When sharing a key, manually add
&prefix="u0013\u0003\u0003\u003F"
to the end of it. It might help.
Outline works fine in Russia, I have ~12 friends that can confirm this. However, the client apps are buggy as hell on all platforms, so it makes sense to try other Shadowsocks compatible apps.
Here’s an issue that is similar to your error code:
(TL;DR: try to switch off iOS settings VPN)
Outline works just fine in Russia. Sometimes there are problems with DPIs blocking all VPN but it doesnt happen very often.
Apparently you have some outline server configuration problem. Also it might be digital ocean not accepting conections from Russia. Try other VPS provider.
It really depends on your ISP.
It works from my home but Outline isn’t reachable if I’m using a cell network or office wifi. VLess is the way.
Works for me partially: broken with cellular connection but works ok with landline.
It does for me. But with some mobile Internet providers (MTS, and sometimes Tele2) it works only with prefixing (see details here: https://www.reddit.com/r/outlinevpn/wiki/index/prefixing/ )
However, the errors seem to be pointing to some server configuration errors, probably unrelated to Roskomnadzor? Did you create the servers with Outline Manager?
They try to block them. Sometimes it doesn’t work. And in some regions it doesn’t work.
Depends on your ISP. You could use the Cloak to wrap the Outline traffic, in that case it’s harder to filter on ISP side. But you should use another client like Shadowsocks for Android or Shadowrocket for iOS for this to work.

In Russia it works pretty fine
I had some problems with Outline client, but it’s because of my Linux system. Outline doesn’t support some systems, they don’t write about that at their main page, but it’s true
Depends on server location may be. Friend has one in Sweden and it works unless payment is not paid. May be he added smth, idk
Была та же проблема, когда настраивал родителям, тоже DO. Вылечилось указанием порта 443 и добавлением префиксов к shadowsocks
Just downloaded outline 3 hr ago and it works
Hey guys. So I have outline manager server in Aws and it works in Iran for few weeks then gets blocked how can I prevent it from being blocked 
any suggestions?
Any install scripts for those?
