I’m from Spain and I can’t subscribe in any way. With VPN I have tried from the web (I have a friend in France with a French credit card) and it redirects me to the Spanish web, and from the App the same thing happens to me. I’m frustrated, but I find it impossible to get subscribed.
Two options
Clear your cache of your webbrowser. check the the vpn status from a website. With the mobile App you should even subscribed via your Spanish Google/Apple Account if the VPN France is working.
