Hello I downloaded viber along side Bright vpn yesterday and i just read some bad things about it so i uninstalled it. My question is how do i make sure it uninstalled completely and there isn't something fishy still going on

What does that have to mean

That it is too late. If an app has nasty intentions, those could still be lingering when you uninstall. If you’re on iPhone you may be a bit better off than if on Android.

Factory reset, and reload your stuff.
