How to Enable Apple Intelligence If You’re Outside the US
Change region to US. Don’t think it will work If you’re from EU though.
Tried on M2 iPad Pro in EU. Didn’t work.
I think the US is in more need of intelligence enabled than the rest of the world imo
iPhone 15 Pro Max bought from the US, can’t activate Apple Intelligence in the EU. Have tried all of the “tricks”.

I got it to work on my M2 iPad Pro in the Netherlands by (in addition to setting region to U.S. and Device and Siri Language to English US), Turning off location services and Auto-Join on all known Wi-Fi networks, then restarting the iPad and connecting it to my iPhone which is connected to a VPN set to the United States. That allowed me to join the waitlist. Once I was in, I rejoined my Wi-Fi, waited a couple minutes, and Apple Intelligence now works perfectly on my iPad Pro, even though I’m in the EU. After Apple Intelligence is ready to go, you can re-enable Auto-Join and Location Services.
I don’t have an iPhone that supports Apple Intelligence, however I think the same method I used to get it working on my iPad should work on any iPhone.
EDIT: Forgot to mention this but my Apple ID is still set to the Netherlands.
Once again, no - this does not work in the EU.
EU iPhones are hard blocked from this currently. This workaround only works for non-EU countries (including the UK) and is the documented workaround for non-US iPhones on the release notes.
Hopefully someone will find the answer on how to do this. I’m hoping it’s not GEO fenced. (correction spelling. Hence the reasson why I need this update to work. This shitty voice typing is lame)

Ipad, M4, without cellular, EU, 18.1
Turn off location services and find my, turn on airplane mode.
Language US, location US
Restart and AI was active. Joined the waitlist and then I realized airplane mode was on 
I turned off auto connect on the wifi connections getting ready to put a vpn on the phone as someone said on here but I accidentally touched the iphone connection and the ipad grabbed network through it.
I went to look at the AI and lo and behold, it was active, waitlist approved and it got me through those few familiarization steps.
I reactivated everything back and restarted the ipad but it’s still there and working (I checked the text and Siri functions)

Today’s beta fixed the issue for me. I am able to use Apple Intelligence for the first time in Germany
Works fine on my iPhone 15 pro max in Australia
Why do they only allow it inside the US for now

Yes but then you lose all of your subscriptions 
Has any one tried using a GPS spoofing tool?
Did someone try it in EU?
Can I trick the servers into thinking I have a 15 Pro or Pro Max?
