Is this a virus? I’ve never received this before.
This is not Windows. This is adware you get from clicking “allow notifications” on a sketchy website. DO NOT CLICK ANYTHING ON IT. Go to your preferred browser and prevent all websites from sending notifications, if this doesn’t fix it, try a malwarebytes scan.
What is making me skeptical is that I don’t have a bank account. I have PayPal, and only then is a bank account connected to the paypal. So I’m confused. Why would Windows not simply force the update on my computer?

This is an ad from iTop VPN which is designed to look like a windows notification. I wouldn’t recommend clicking it. Alsl block notifications from Google
I don’t think this is a notification from a website, this looks like a malware program actually.
This isn’t part of Windows, it is an advertisement trying to get to you buy junk.
