I had this problem on Chrome. Someone posted awhile ago to use the Microsoft Edge browser; when I did that, it bypassed that step.

I bet it has something to do with cookies. Wonder if I cleared them all out before trying the first time it would have worked. Although it didn’t work the only time I tried MS Edge.
