I had the same thing 3 days ago
I ended up using the Chat to Specialist and told them I had issues getting the number after 3 specialists the 4th gave me a secure form and I updated it.

The others kept telling me I had to keep trying the website, I disconnected the chat and tried again.

The only thing you can do is to enter in Netflix in the next 2-3 days and it will not request the phone number, use gift card. It worked when I created the account 2 months ago

I can’t change the post, but I managed to update the payment method. I connected via VPN and talked to agent. Unfortunately even though I selected turkey, it showed as Indian for Netflix agent. Not sure if she send me the link via email or it was the usual one but I managed to fix it:

  1. Connected on iPhone via pure vpn to Turkey
  2. It asked me to verify number, but this time text message arrived
  3. I used sms-activate.org to verify phone number

Short codes which are used for verification aren’t able to be sent to virtual number which are actually using data not direct sms, best bet is doing what others have said and reach out through email or chat to Netflix. Either let them know you don’t have a cell phone, can they call for the verification(which will go through data only numbers) or if there is another way to get past it
