Downloaded MacOS 15. I am getting all kinds of alerts from Norton, allow this, allow that, etc. What’s happening?
Your first mistake was using Norton.

You have gatekeeper and signed and notarised applications you should mostly be using.
Norton itself seems like the intrusion here.
But to answer your questions 15 is much more active in asking for permissions that you’ll need to approve every month.
macOS has its own built in malware tool so Norton is doing nothing but making your experience worse.

I don’t know but the Norton filters were stuffing up my wifi’s internet connectivity.
