But, can i get banned? From R* or steam? I just want to play the casino.
Rockstar does not care, your country is the only reason your blocked, you will not get in trouble from rockstar, they are simply complying with your countries laws on online gambling. So unlock it for the daily spin

No, it’s safe to do as R* doesn’t give a fuck about VPNs. That said though, you might experience some connectivity fuckery.
Some companies blacklist known VPN IPs for various reasons (IP ban evasion, increasing latency because ping advantage or otherwise manipulating location-based matchmaking etc), but R* doesn’t care.
Some companies are a bit iffy when it comes to VPN usage, it’s nothing to do with geolocation, it’s to do with using a VPN to do things they don’t want you to.

The other absurd thing is that the player never risks anything on casino games and never wins anything no matter how many games they win.
It’s not backwards ass and is quite common. Casinos fall under gambling and this is banned for videos games in a lot of countries. Things like murder and drugs selling are not banned for video games, so that is allowed but gambling (where there is RNG used to determine if you gain or lose) is explicitly not allowed. It falls under the same category as loot boxes.
Maybe look up the list of all the “back ass backwards countries” where you can’t use GTA’s casino, there’s quite a lot of them…
