Definitely Qom and Mashhad (khorasan province), because they both have Shia holy sites and most Mullahs are trained there and their families come from those cities. Everytime I go to Qom I’m always uncomfortable there. Too many hijabi and basiji looking people. Although being religious doesn’t necessarily mean they are regime supporters, a lot of religious people are against the regime as well, but it’s more likely that you encounter regime supporters in religious communities, for obvious reasons.

The regime is pretty universally unpopular, but you may find some higher concentrations of supporters in somewhere like Qom. Though it should be emphasized that even in Qom the regime is not popular.

Damghan and Semnan are two of the most secured cities as well (lots of IRGC headquarters and rocket centers).

Tehran is up there for sure, and more liberal areas in big cities like Karaj, Isfahan, Shiraz or Tabriz, then there is Kurdistan province and pretty much any place with a large kurd population they hate the regime with a passion, Sistan Balochistan which is mostly a sunni province, northen provinces like Gilan don’t have much love for the mullahs either.

Baluchistan , ironically the most religious province in Iran , but Baluch are very much anti regime.

They did, just because Qom is the most pro regime province doesn’t mean it isn’t full of people who hate the regime. It is, people who are against the regime are in big numbers everywhere. Mashhad also saw some great protests against the regime. The fact that there have been protests in Qom and Mashhad which have always been considered regime strongholds shows how dire the situation is for the Islamic regime.

Or it could rather be that just like how anti-regime is throughout the country, the pro-regime is also throughout the country, and regions between pro-regime and anti-regime aren’t so clear-cut as is the case in other middle-eastern countries.
