I’ve been using ProtonVPN for a while and I just saw this for the first time when I opened it a little while ago. Can someone explain this to me? Is this notice from Apple or Proton VPN? Does this mean Apple is filtering or monitoring my activity when I use VPN? Why am I only seeing this now?

So I guess the theoretical possibilities have always been there…why am I only seeing this now?
The VPN provider can have firewall rules and can restrict the sites you are allowed to visit.
This is typically the case for company VPNs as they don’t want employees to e.g. watch certain stuff at work.
Also the same is true for Proton’s free tier, those servers are blocking P2P Traffic.
To be able to connect to a VPN, a VPN configuration has to be added, thats normal.

Probably added in an OSX update.

I actually opted “Do not allow” and not I’m not able to connect. Is there any way to allow the configuration?
that’s not what I think happened : he used the same VPN on the same OS and the OS did not put that message the first time. But now the OS is showing this message. OP is asking why the OS didn’t show the message the first time.

I don’t remember if I recently updated to Ventura, I only know I’m on Ventura 13.2.1 now, but thanks for the info, maybe that’s the reason.
Default in the sense that macOS is generally warning when adding VPN configuration‘s, as it is out of Apple‘s control what the VPN services are doing.
