Neither the ProtonVPN app or the openVPN config files will work on Windows 10. I just paid over $100 US to get a year of ProtonVPN plus, and It won’t even connect to the server. It says initializing connection, then times out after a little.
Were you successful in using the free version prior to buying a subscription?

I can assure you it works fine under Windows 10. However, the config files you mention in your post. What do you mean by that? I’ve only had to use those on a android phone?
We will need connection logs in order to check where the app fails. You can do that via Report a bug feature in the app, log files will be automatically attached to the e-mail. Please PM me your e-mail address and I will prioritize your ticket for the support team.

I only tried the free version on my macbook, and it has worked this whole time.

Did you open a support ticket with them before raising the issue publicly? I understand that they are fairly responsive. If anyone is going to be able to help you here is for you to provide a much more detailed description of your issue.
Did you contact support yet? And more importantly, try the following: uninstall protonvpn. Restart windows, this is not optional, W10 problems 7 out of 10 times come down to windows not having restarted. Install again, make sure OPEN VPN TAP is installed, allow .net install if needed.
