At best, users might be able to access a web-based version of the service that has fewer features than the app, and even that might not work.
This is just a guess, but the content itself is too valuable to throw away. They will probably use it in their algorithm enhancement, and continued research to enhance their platform. My guess is that they will move the data to another server system that is non US based. I highly doubt they will sell it to anyone, that would legitimately cause uproar, and whoever buys it would be high profile with a lot of money and power. It would look bad on both ends.
A VPN, a non US sim card and a download of Tiktok on a phone will get you a chance for a new profile, but you cant log into your old US profile. A VPN and the browser might also work, but im also assuming you cant use your US based account. This might change as they start to take the US content off the oracle servers, not sure. This is all an educated guess from someone who is in IT. It takes a lot more effort to move this stuff and rearrange the data without breaking the whole system, they cant just turn off the server, so things will be in flux in the next few weeks.
