I got in trouble to setup a new YouTube-PREMIUM-Family-Account via TURKEY. So I read a bit in around here and found a solution that works for me via UKRAINE (Germany / October 2023). Here is what I did:
Create a new Google Account (DE, without VPN). For verification a real phone-number ist needed.
Invite all 5 family-members to your created admin-account (families.google.com) Note that all members can only be in one family group at the same time. Also keep in mind that family members can change the group only once in 12 months.
Wait until all family members subscribed to your invitation. Do the Invitation-step first because all member needs to come from the same country (google restriction)
Use a VPN and connect to UKRAINE. I used VPN.lat (free)
VPN.lat works only on mobile phones and not on PC browser. Due to that you have to setup an additional google-user account on your phone (the admin account you created in Step 1 / android)
Download and run VPN.lat with UKRAINE in this account.
Open the YouTube-App and subscribe inside the app the monthly family-plan in currency UAH. (The plan for the whole year ist not shown there.) If the Ukrainian currency ist not shown, clear cache and made reinstall the YouTube-App. Restart. If this still not works check your payment-profile (pay.google.com) If this is not set to country UKRAINE delete all payment profiles and try the subscription again via Youtube-App.
Payment: set your preferred credit card to UKRAINE as country and the name shown on the credit card. I used a german VISA and it works via VISA Secure-Code via SMS. Verification via the VISA-Secure-App did not work for me because the app was not installed in the new google-account on the phone.
At this time for the Ukrainian subscription via YouTube-App no Adress is needed.
From now on all Family members can use YouTube Premium without VPN. You‘ll get all Premium features, like no ads, Music & Movies, downloads, PiP, etc.
You have absolutely NO restrictions and only need the VPN once when subscribing. You‘re then billed monthly as if you have a „regular“ subscription.

I was trying to switch to Ukraine for some time and had a few issues:
Free Urban VPN on Mac: although it had Ukraine in the list, Youtube could not detect the country with. Pretty much any other country detection worked well though. With VPN.lat on iOS I did not have this problem. So not every VPN is the same.
No matter what, I could not make YouTube iOS app switch from Canadian price to Ukrainian. Re-installed the app a few times, but it was always in $CAD
So finally I tried uninstalling the YouTube app from the device and finishing the subscription in the browser, and this worked just fine. So as an alternative to steps 7 – 8, you can uninstall the app (so that deep-linking wouldn’t open it) and make the subscription in the browser.
I need a little help. My account is UK, I used a VPN to get premium family plan to Ukraine. I added a UK account after I was subscribed fine. I want to add a Colombian account. Do I need to use a VPN for UK or Ukraine to add the Colombian account?
Also do I need to remove all but the Ukraine payment methods to add them or not from what I was reading in other posts?
I tried this and up until the Mastercard payment went well. It authenticates my card but then Google rejects the payment and states that I need a payment method in the same country as the billing country (UA). Any thoughts how to solve this issue?
Hi! Thank you for the thorough guide. What do you mean in Step 8 when you say “set your preferred credit card to UKRAINE”? Everything else has worked for me so far, I’m able to set up my family group and see UAH pricing. But when I try to pay, I get “Transaction declined. This purchase requires a payment method from your billing country. [OR_RECR_05]“

Does this mean each family member needs to have their location set to Ukraine on their individual accounts? Or will it still work if ONLY my account is set to Ukraine location when I subscribe to family plan?
